STAFFING SERVICES
Temporary
staffing services are services provided by Heber Associates.
Heber hires its own employees and assigns them to clients to
support or supplement the client’s workforce in situations such as
employee absences, temporary skill shortages, seasonal workloads, and
special assignments and projects.
Heber has the responsibility for ensuring the capabilities and
skills of the individuals it supplies.
The client has supervisory responsibility for the employees and
management accountability for the function performed by the employees
at the work site in regard to results or output.
TEMPORARY-TO-HIRE
SERVICES
Temporary-to-hire services combine
elements of both temporary help and full-time placement.
Under these arrangements, the client asks Heber to recruit
individuals who may be interested in full-time work and assigns them
to the client for a trial period during which both the client and
the individual can evaluate the relationship. During the trial period, Heber employs the individual in the
same manner as in any other temporary assignment and pays all wages,
benefits, and statutory insurance coverages.
After a designated period of time, if the client and the
temporary employee agree to enter into a full-time employment
relationship, the individual’s relationship with the staffing firm
is terminated. The
employee is not charged a placement fee under the temporary-to-hire
arrangement. The employer
may or may not be charged a fee under a traditional employment agency
placement arrangement.
PLACEMENT
SERVICES
Placement services are provided by
Heber Associates that brings together, for a fee, job seekers and
potential employers for the purpose of establishing a regular,
full-time employment relationship.
PAYROLLING
SERVICES
Payrolling services involve an
arrangement in which the client, not Heber recruits the workers but
asks Heber to hire the person or persons and assign them to perform
services for the client. An
example is where the client has specialized needs and is in the best
position to screen applicants for the required skills.
LONG-TERM
STAFFING
Long-term staffing involves a supply
of employees from the staffing firm to work on long-term, indefinite
assignments. Long-term
staffing can involve just one or a few individuals, or it can involve
a significant portion of the staff required to operate some specific client
function on an on-going basis. In the latter case, it is sometimes referred to as
“facilities staffing.”
PROFESSIONAL
EMPLOYER OUTSOURCING
Professional employer outsourcing generally involves the placement by an employer of all or most of its
existing workforce onto the payroll of Heber. The service appeals primarily to small and mid-sized
employers who find it cost-effective to use a “professional
employer” to perform those services rather than hire a full-time
in-house human resources staff.
